You can start at the court where the charge was dismissed. First make sure the judge agreed to dismiss the charge, and not just waive the fine and/or points. Next make sure they filed the proper paperwork and forwarded to the DMV.

A speeding citation does not show up on your driving record UNTIL final conviction by the court.
A pending citation will not make your insurance go up.
I'd find a new insurance carrier... you're getting screwed.
