How do i get my drivers license reinstated? i have a clear record, but i am in a catch 22 situation.?

many years ago while driving through arizona i got a speeding ticket (6 miles and hour over) on an interstate highway...i was young and dumb and forgot to pay it for whatever reason...years later in my home state of michigan i renewed my license when i needed to...two weeks later i was told by mail that my license would be suspended because of a traffic ticket from 17 years earlier that wasn't paid in arizona...just so happens i was going to arizona in 2 weeks...while there i paid the ticket at the court (i was made to go before a judge and the fines and cost was over $2,300)...after i did that i went to the mvd in arizona and made sure it was cleared from my record...when i returned back to my home state of michigan i went down to renew my license once again...i was told that i could not because there was a block in arizona...i showed them the paperwork that i had taken care of everything, but i was told that i would need to clear it up with arizona...i called arizona, and the motor vehicle department there told me that they did not have a ';block'; on me and the only block i have is in michigan...i go back to the michigan mvd and they still say there is a block on in arizona, even though i have paperwork stating that i do not from when i went down there...i asked if they could call arizona and verify with them that i am not blocked...they advised me they don't do that...my record is clear!...why can't i get my license when i have nothing on my record that is outstanding?...i have nothing in michigan stopping me from getting a license...what can i do to get this license back?...this is very frustrating!How do i get my drivers license reinstated? i have a clear record, but i am in a catch 22 situation.?
