Yes. If you are talking about a US passport then obviously he is a US citizen and having a passport is one such privileges as a citizen. Go down to your local post office and and they would direct you where he can apply for his passport. There are designated post offices that process passport applications.
Tell your husband to behave a good boy now and not to repeat his mistake :)

What does ';cleared'; mean? Was the record expunged? Was he never convicted? Was there a plea in abeyance (the judgement and sentence are held in abeyance pending another offense, or cleared if no further offences occur)?
If his record was expunged or he was never convicted, the answer is yes he can. If there was a plea in abeyance and he met the terms, yes he can.
But if he is a convicted felon, you'll have to check with his parole officer.
im sure he can...no harm in trying
i think he should be able to but check with the judge just in case
